- Class Description
The purpose of this class is to provide departmental leadership and direction consistent with the strategic vision of assigned division and the mission of the College. The position leads all efforts with respect provision of providing adequate quantities and type of spaces that comprise the real estate portfolio of the college.
- Minimum Requirements
Bachelor’s degree in Architecture, Engineering, Construction Management or related field required. Master’s degree, Professional Engineer, or NCARB/AIA/CEFP certified preferred. A minimum of five (5) years of concurrent experience in commercial building and construction industry and construction industry overseeing and managing small (tenant fit out) through large scale products required.
Thorough knowledge of modern construction management techniques, practices and the ability to interact with architects, engineers, contractors and public regulatory agencies firmly and professionally. Experience as the lead in capital project management (e.g. as the owner’s representative or internal/campus project manager) including budgeting, planning, and construction and renovation management in addition to a strong understanding of architectural, mechanical, electrical , and other related disciplines. A proven track record of successfully managing construction projects that were completed on schedule and within budget.
Competency with computerized project scheduling software, Microsoft Office and CAD programs are required; as well as a valid driver's license with a clean driving record. Knowledge of procurement and administration of public sector building and construction projects is preferred. Experience working with environmental and sustainability principles, best practices, and laws/regulations, including Leadership in the Energy and Environmental Design (LEED) Green Building Rating Systems, or similar.
Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale.
- Class Specific Essential Duties
- Provide direct supervision and evaluation to assigned staff.
- Develop, manage, and monitor operating budget for assigned unit college-wide (as required) and capital budget for county and state funds
- Hire, supervise, advise and evaluate assigned staff.
- Establish goals and objectives for operations consistent with CCBC’s mission.
- Facilitate, coordinate, and guide projects through the review and approval process.
- Manage project teams to assure consistency and conformance to negotiated time schedules.
- Ensure compliance with project-specific program requirements.
- Prepare project reports, as required.
- Define scope, goals and deliverables that support the College’s goals in collaboration with senior management.
- Act as owner’s representative between client, consultant and contractors during construction.

- Position Specific Essential Duties
- Supervise all aspects of performance for project managers and staff assigned including daily coaching and mentoring, the writing and conducting of performance reviews and providing disciplinary action if needed.
- Plan, direct and coordinate development and review of CCBC planning and construction programs. Use expert communication and leadership skills to establish a common understanding of project expectations by all members of the project team (both internal and external).
- Develop long range plans for CCBC expansion to include buildings, grounds and facilities, review proposed architectural policies and procedures to help ensure that the planning for future projects address facilities conditions and needs, total cost of ownership of physical assets, departmental requirements, college priorities and design standards, and sustainability initiatives. Oversee publishing of college master plan.
- Works collaboratively with college departments to facilitate and develop program needs, funding sources, and request for consideration for budget planning in alignment with college mission, goals, and available funding.
- Direct development of schematics, preliminary plans, working drawings, and specifications for new buildings and renovations projects and review to ensure adherence to project program requirements and design standards.
- Ensure compliance with CCBC standards of quality and function of facilities on the part of architects and contractors. Monitor and address issues related to the performance of designers, general contractor, and any other consultants working for the college and associate with projects.
- Makes recommendations for capital planning, budget and prioritization with regards to facilities infrastructure, college environment, renovations, new construction, energy and environmental improvements to the physical development across the college to support growth and enrichment of enrollment, curriculum, technologies and community presence.
- Review and provide input for project schedules, conceptual estimates and cost proposals. Offer advice for troubleshooting, value engineering, contract administration and procurement strategy.
- Provide in-house coordination and support of LEED process and certification for capital projects.
- Oversees building code, accessibility and regulatory compliance for all projects.
- Provide oversight for the stewardship and environmentally responsible development of all internal and external space, including but not limited to initiatives in campus landscape, streetscape, green roofs, water and energy efficiency, college design standards, LEED, interior materials and finish selections.
- Oversees energy audits of building systems to assess areas of potential cost savings, Facilities Conditions Assessments, total building life cycle modeling, capital renewal prioritization, cost metrics database, and commissioning.
- Develops and maintains college design standards, project & consultant databases, and complete facility documentation and records.
- Oversees the management of the college space inventory and space utilization studies and reports.
- Participate in department and college activities/meetings.
- Ability to periodically work extended hours, weekends, and holidays and respond to emergency call after hours.
